City Commissions Defined

Civil Service Commission
Responsibilities: The civil service commission shall act as a personnel board, board of review, hearing board, personnel appeal board and as a governmental agency with powers as specified in the provisions Chapter 2.18 of the Hawthorne Municipal Code.

Qualifications: No person shall be appointed to the civil service commission who holds a position in the classified service or is a salaried public officer or employee of the city. All members of the commission shall be qualified electors of the city.

Meeting Dates: 1st and 3rd Thursdays
Time: 4:30 p.m.
 

Planning Commission
Responsibilities: The planning commission shall use their knowledge of the community and its citizens to guide and assist in formulation of the general plan and its implementation. They shall act as a board of appeals and as a hearing board for conditional use and other permits and variances from zoning ordinances and parking requirements.

Qualifications: All members of the commission shall be qualified electors of the city.

Meeting Dates: 1st & 3rd Wednesdays
Time: 6:00 p.m.
 

Parks & Recreation/ Fine Arts Commission
Responsibilities: The parks and recreation commission shall act in an advisory capacity to the City Council and the City Parks and Recreation Department in all matters pertaining to parks and public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreation planning and programming; make periodic inventories of recreation services that exist or may be needed and interpret the needs of the public to the City Council and to the city manager; advise the city manager and director of parks and recreation in the preparation of the annual budget and a long-range recreation capital improvement program.

Qualifications: All members of the commission shall be qualified electors of the city.

Youth Commission
Responsibilities: The purpose of the commission shall be to coordinate and direct the resources of the city and community to abate to the extent possible graffiti and gangs. The commission shall have the duty, responsibility, and discretion to make studies, investigations, reports and recommendations to the city manager or the city council with regard to the abatement of graffiti and gangs, and such other matters as may be referred to the commission by the city council from time to time.

Qualifications: All members of the commission shall be qualified electors of the city.

Meeting Dates: 1st Monday
Time: 6:00 p.m.
 

Hawthorne Cable Usage Corporation
Responsibilities: The objectives of this corporation shall be to conduct projects furthering the literary, educational, and scientific applications of cable television within the City of Hawthorne; to be responsible for program production and management of Public Access channels, the Community Access channels, Community channels, and all other channels as may in the future be designated under the control of this corporation.

Composition: The authorized number of directors shall be eight. The directors shall represent the following areas: the Hawthorne Fine Arts Commission, area ministry, the Hawthorne Chamber of Commerce, education, medical facilities, the Hawthorne Library, the public at large and Group W. Cable, Inc. The director representing Group W. Cable, Inc., shall be a non-voting director.

Meeting Dates: 2nd Tuesday, bi-monthly
Time: 12:00 p.m.
 

Rent Mediation Board
Responsibilities: The objectives of the Board will be as follows; to mediate disputes between tenants and landlords; to provide information to the general public regarding the nature of landlord/tenant relationships in the community while fostering a better understanding of current market rental rates and the rights and responsibilities of tenants and landlords and to provide regular written reports for the Hawthorne City Council of the mediation cases that have been acted on by the Board.

Composition: The Board shall consist of nine members as follows; four income property owners (landlords), four Resident tenants (renters) and one Homeowner (who is neither a landlord nor tenant).

Qualifications: Must be, at time of appointment, a resident of the city if appointed as a tenant or homeowner, or, own property in the city if appointed as a landlord.

Meeting Dates: 2nd Tuesday
Time: 7:30 p.m.
 

Los Angeles International Airport (LAX) Advisory Committee
Qualifications: Must be residents of the area - seven areas are represented, must be interested in the airport.

Meeting Dates: 2nd Thursday
Time: 7:30 p.m.

Los Angeles County Library Council Advisory Board
Qualifications: Concern, interest and understanding of public library needs and active involvement in various community activities. Ability to communicate the value of library service to community leaders and citizens. Helps library meet local needs.

Meeting Dates: Meets quarterly in southwest area. Meeting dates are posted at the library.
Term: Indefinite.

NOTE: There was a Beautification Commission (HMC 2.14.010) and a Young Adult Commission (HMC 2.26.010), but both commissions are now inactive.
